In this report from the City Forum event on Transforming Public Safety: Whole System Reform to Deliver Safer Streets, policing leaders, justice voices, public sector partners and industry came together to explore one big question: how do we redesign public safety so it works better across the whole system, not just within individual silos.

The discussion ranged from neighbourhood policing and community confidence to justice reform, digital enablers, violence against women and girls, addiction, prevention and the role of partnership data. A clear thread ran through the day: safer streets will not be delivered by policing alone. They depend on agencies working together, understanding demand better, and designing responses around real causes rather than just reacting to symptoms.

Key takeaways

  • The Neighbourhood Policing Guarantee is about outcomes, trust and confidence, not just extra numbers.
  • A major theme was that safer streets need a whole-system response, not siloed reform.
  • Speakers stressed the value of prevention, partnership data and intelligence-led problem solving.
  • Addiction, housing, relationships and wider social issues were highlighted as drivers of demand on policing.
  • Violence against women and girls was described as a national emergency needing better data and stronger capability.
  • One key challenge raised was whether online and place-based violence are being treated as one connected threat.
  • Justice reform discussions focused on keeping systems joined up for victims, families and people leaving prison.
  • The overall message was clear: public safety improves when agencies act collectively and redesign services around real need.
