Exercise Obtundity was a multi-agency event that tested the joint response of emergency services to a series of terrorist incidents.
The exercise was named by the counter-terrorist policing network and surprisingly there is no hidden meaning behind it. The main objective of Obtundity was to test Joint Operating Principles Version 3 (JOPS 3), which aims to improve the cohesive working of blue light services in response to incidents.
The exercise also aimed to test the functionality at the York Minster, a tier one site with historical importance. Over 300 volunteers, including students and community groups, participated in the exercise.
