Kent Police and Crime Commissioner Matthew Scott shares his frank assessment of the UK Police Reform White Paper and what it could mean for officers, staff and local communities.

Speaking with host Bernard Rix, Matthew welcomes moves to nationalise key functions and create a National Police Service, but raises serious concerns about governance, force mergers, local accountability and who will really speak for victims in the new landscape. He also warns that any national workforce strategy must be rooted in the operational reality of exhausted officers and under-pressure staff, not written from behind a desk in Whitehall.

Key Takeaways

  • The White Paper has some positives, but big gaps remain.
  • Nationalising key functions and creating an NPS broadly makes sense.
  • Governance plans risk weakening local democratic accountability.
  • Abolishing PCCs leaves a big question over who speaks for victims.
  • There’s no clear evidence that larger merged forces will perform better.
  • The reforms lack a convincing public “why”, not just a technical “what”.
  • Local communities may lose visibility, local knowledge and reassurance.
  • Any national workforce strategy must reflect frontline reality and wellbeing.
